ICECI data showed about half of public schools received the same grade in 2013 as they did the year before. In addition to the 56 percent at the top of the heap, 14 percent of those schools remained at B levels and 15 percent stuck with C’s, D’s or F’s. About 31 percent of public schools increased their letter grades from 2012 to 2013. On the other hand, 20 percent decreased theirs.
